ECO4 LA Flex Grants in the Scottish Borders

A guide to getting free energy efficiency grants in the Scottish Borders

If you live off the mains gas grid in the Scottish Borders, you could get fully funded energy efficiency upgrades—including solar panels—through the ECO4 LA Flex scheme. This local authority-backed program is designed to help households reduce energy bills, cut carbon emissions, and keep homes warmer, even if you don’t qualify under the standard ECO rules.

Unlike the main ECO4 scheme, LA Flex lets the Scottish Borders Council approve funding based on local needs. That means you might be eligible even if you’re not on certain benefits—as long as you have a low household income, live in a hard-to-heat property, or have a vulnerable person affected by the cold.

ECO4 Scotland Solar Panels Grant

More about the ECO4 Scheme

Energy Company Obligation (ECO)grants are designed for homeowners and private tenants, helping to make homes warmer, cheaper to run, and more energy efficient. If you live in a local authority property, you won’t be able to apply through ECO4, as councils have separate improvement programmes for their own housing stock.

The ECO4 scheme takes a “whole house approach” to upgrades. This means that grants for solar panels etc. cannot be claimed as a stand-alone measure—they must be installed as part of a complete home retrofit aimed at boosting your property’s overall energy performance. This often includes insulation and heating system upgrades along with solar panels.

To get started, a qualified surveyor will carry out a free home assessment, reviewing your existing energy efficiency measures and overall performance. If required, a new EPC (Energy Performance Certificate) will be produced to use as a benchmark for improvements. Your tailored report will outline recommended upgrades—these may include loft or wall insulation, an air source heat pump, and solar PV panels working together to maximise savings.

Home Eligibility
ECO4 focuses on the least energy-efficient homes, particularly those off the mains gas network. To qualify, your home must have an EPC rating of E or below and be heated primarily by electricity (including storage heaters), oil, or LPG.

Eligible Benefits
In addition, at least one permanent member of your household must be receiving one of the qualifying means-tested benefits under ECO4.

  1. Child Tax Credit
  2. Working Tax Credit
  3. Universal Credit
  4. Pension Guarantee Credit
  5. Pension Savings Credit
  6. Income Support
  7. income-based Jobseeker’s Allowance (JSA)
  8. income-related Employment and Support Allowance (ESA)
  9. Child Benefit
  10. Housing Benefit

Grants are non-repayable and you will not have to pay anything towards the cost of solar panel installation or any other recommended measures.

So who qualifies for an LA Flex grant?

  • You could be eligible if:
  • You live off the mains gas network (using electricity, oil, or LPG)

  • Your home has an EPC rating of E or below

  • Your household income is £31,000 or less, or

Is it really free?

Yes—there’s no charge for the eligibility check, home survey, or any measures installed through the ECO4 or LA Flex components of the scheme.

Do I need to be on benefits?

Not always. Under LA Flex, the council can approve support for low-income or vulnerable households even without certain benefits.
